Blending instruments can be used to finance projects in countries forming part of cooperation regions outside of the EU and can be recipients of Official Development Aid according to the OECD.
The EU engages in blending operations through thematic (see Eligibility section) or regional facilities. Regional facilities divide the areas of action into geographic areas, have independent governance and target the public or private sector.
