A wide range of projects can be financed with blending instruments. However, there are some requisite characteristics:
- The project must have a non-reimbursable contribution to be viable from a financial, economic and / or technical point of view.
- It must have a high impact on the development of partner countries and especially on the creation of employment.
They may be public sector, i.e. a public entity being the recipient of financing, or local private sector projects whose objective is to promote local development.
There are also priority sectors for blending instruments that vary depending on the region where the project or investment is carried out:
- Water and sanitation
- Energy
- Transport
- Agriculture
- Development of the local private sector
- ITC
- Social
The EU engages in blending operations through thematic or regional facilities (see Countries section). The thematic facilities are ElectriFI (rural electrification) and AgriFI (agroindustry or agrochains) whose scope is global.
